CDL’s Strategic Shift Towards Private Fund Management

In an ambitious move to enhance its position in the investment landscape, City Developments Ltd (CDL) is embarking on a significant strategy aimed at bolstering its private fund management capabilities. The company is set to appoint a dedicated chief executive officer along with a specialized management team, as it targets an impressive S$10 billion in assets under management (AUM) by the fiscal year 2029.

CDL’s renewed focus on fund management comes in response to previous challenges encountered since setting an initial target back in 2018. Despite ambitions of reaching US$5 billion AUM by 2023, market conditions characterized by high interest rates and difficult fundraising scenarios hindered progress. Group CEO Sherman Kwek highlighted this shift during a recent briefing, emphasizing the importance of effective fund management for ensuring optimal capital efficiency.

Building A Robust Fund Management Structure

The establishment of a dedicated fund-management entity marks a pivotal change for CDL. This new structure will include an investment committee and leadership team tasked with overseeing AUM growth, operational profitability, and investor returns. Notably, this strategic initiative signifies that fund management will be woven more intricately into CDL’s financial framework moving forward.

Leveraging Existing Assets For Growth

CDL plans to utilize its existing assets effectively as part of this strategy. The company intends to capitalize on its core competencies in property development, asset management, and hospitality sectors to create a proprietary pipeline of opportunities. These opportunities may come from both CDL’s own portfolio and potential acquisitions and will be further enhanced through third-party investments.

Furthermore, some assets have been identified for divestment within a broader S$6 billion programme that aligns with CDL’s growth strategy. While certain properties are earmarked for potential inclusion in managed vehicles, Kwek clarified that this does not encompass all assets slated for disposal.

Pursuing New Investment Opportunities

Citing the importance of flexibility within asset management practices, Kwek expressed aspirations for CDL to establish new real estate investment trusts (Reits), contingent on favorable capital market conditions. Strengthening current platforms such as CDL Hospitality Trusts and IReit Global remains a priority as well. The intention is for CDL to take on a more proactive role as a sponsor of these vehicles moving ahead.

Aiming For Enhanced Capital Efficiency

As of mid-2023, CDL reported approximately S$5 billion in AUM distributed across various segments: S$3.5 billion through CDL Hospitality Trusts, S$1.2 billion via IReit Global, and S$300 million attributed to private funds. With around S$36 billion total assets recorded on its balance sheet, the company is keenly aware of the need for both robust asset ownership and nimbleness in operations.

Kwek underscored that while maintaining strong asset ownership is integral to CDL’s identity—stating ‘We will never be asset-light; it’s not in our DNA’—there is also an urgent necessity to adapt parts of their operations towards being more agile and efficient financially. He posited that effective fund management alongside rigorous capital recycling practices represents essential pathways towards achieving these goals.

Future Prospects For Fund Management

The path forward includes leveraging private equity funds which can lead to better capital allocation strategies. Kwek expressed his preference for scenarios where CDL contributes no more than 20% of limited-partner capital within any such funds established or managed by the organization. This approach promotes true divestment principles while facilitating syndication efforts involving third-party investments—ultimately allowing CDL greater capacity for redeployment into lucrative ventures or debt servicing.

This strategic pivot positions City Developments Ltd favorably within competitive markets while further enabling it to pursue diversified growth opportunities across sectors.Explore more about our developments here.
