HDB Resale Prices Dip Again in Q3 2026

The third quarter of 2026 has seen a continuation of a downward trend in HDB resale flat prices, marking the third successive quarter of declines. This shift in the real estate market raises significant questions about future pricing and buyer behavior.

Current Market Performance

As of September 29, there were approximately 7,528 recorded transactions in the HDB resale market. Despite the overall drop in prices, this figure reflects a year-on-year increase of 5.2%, compared to the same timeframe last year when only 7,157 transactions occurred.

Price Trends

The Resale Price Index (RPI) currently stands at 202.4 for Q3, following earlier reductions of 0.1% in Q1 and a more pronounced drop of 0.3% in Q2. These statistics indicate that while transaction volumes are stable, the consistency in price declines suggests underlying economic pressures affecting buyer confidence.

Impact of Policy Changes

A notable factor influencing these trends is the recent policy change regarding resale flats purchased by owners of private residential properties. Since July 28, when a previous waiting period was removed, there has not been a marked increase in either prices or purchases by this demographic. This lack of movement could point to broader uncertainties persisting within the housing market.

Future Developments

In response to ongoing demand and market conditions, the Housing and Development Board (HDB) plans to introduce approximately 7,960 new flats across various locations including Bedok, Geylang, Sembawang, Tengah, Toa Payoh, and Yishun during the upcoming November Build-To-Order exercise. Additionally, Community Care Apartments will be available in Toa Payoh as part of this initiative.

Advice for Potential Buyers

Given the current macroeconomic context—characterized by fluctuating global and domestic interest rates—the HDB has advised prospective homebuyers to proceed with caution when considering property investments and mortgage commitments. With uncertainty lingering over future price movements and economic stability, careful planning is essential for households looking to enter or navigate the property market.
